Telessaúde: estudo de custos na Secretaria de Saúde de Pernambuco

A Telessaúde consiste na utilização de tecnologias de informação e comunicação para os
serviços de saúde à distância. Esta pesquisa teve como objetivo descrever os custos da
Telessaúde desenvolvido pelo Núcleo Estadual e verificar se houve custos poupados em
relação às ações presenciais. Foi realizado um estudo de descrição de custos das ações
desenvolvidas pelo Núcleo Estadual de Telessaúde no âmbito da Secretaria Estadual de Saúde
de Pernambuco, sob a perspectiva do gestor público nos anos de 2016 a 2018. Calculou-se o
custo por tipo de atividade anual do Telessaúde e comparou-se com os custos estimados das
atividades presenciais. Exclui-se o serviço da Teleassistência, cujas ações não eram realizadas
pelo Núcleo. A Telessaúde beneficiou 36.740 profissionais nos anos analisados, sendo
14.802por Telegestão em 537 sessões e 21.938 por Teleducação, em 275 sessões. Os custos
do Telessaúde em 2017 foram os menores do período(R$ 2.127.426,00), estimando-se R$
2.403.434,87, se presenciais, no mesmo ano, contabilizando apenas combustível e diárias,não
incluídos os custos da depreciação, manutenção/reparos e impostos/taxas dos veículos. O
serviço analisado custou R$2.490.937,00 e evitou o deslocamento de 13.150gestores e
técnicos das GERES para Recife e/ou secretarias municipais em 2018. Concluiu-se que houve
redução dos custos em Telessaúde no ano de 2017 com a técnica utilizada de estimativa de
custos. Porém destacam-se outros aspectos econômicos, como redução do tempo, número de
beneficiários alcançados, especialmente na Teleducação; e, redução de risco de acidentes nas
estradas. No âmbito da SES-PE foi à primeira aproximação dos custos do serviço de
Telessaúde, portanto tem limitações e necessita de aprimoramentos para novos estudos.
Telehealth consists of the use of information and communication technologies for health
services at a distance. This research aimed to describe the costs of Telehealth developed
by the State Nucleus and to verify if there were any costs saved in relation to face-toface actions. A study was carried out to describe the costs of the actions developed by
the State Center for Telehealth within the scope of the State Health Secretariat of
Pernambuco, from the perspective of the public manager in the years 2016 to 2018. The
cost per type of annual activity of the Telehealth and compared with the estimated costs
of face-to-face activities, excluding Teleassistance services, whose actions were not
carried out by the Center. Telehealth benefited 36,740 professionals in the years
analyzed, of which 14,802 by Telemanagement in 537 sessions and 21,938 by Teleeducation in 275 sessions. Telehealth costs in 2017 were the lowest in the period (R $
2,127,426.00), with an estimated R $ 2,403,434.87, if face-to-face, in the same year,
accounting only for fuel and per diem, not including costs of depreciation, maintenance
/ repairs and vehicle taxes / fees. The analyzed service cost R $ 2,490,937.00 and
avoided the displacement of 13,150 managers and technicians from GERES to Recife
and / or municipal departments in 2018. We concluded that there was a reduction in
costs in Telehealth in 2017. However, other aspects stand out economic, such as time
reduction, number of beneficiaries reached, especially in Teleducation; and, reducing
the risk of road accidents. Within the scope of SES-PE it was the first approximation of
the costs of the Telehealth service, so it has limitations and needs improvements for
further studies.
